Introduction

In April–May 2005, the African Union dispatched a high-level Fact-Finding Mission to Somaliland to assess the political, security, humanitarian, and socio-economic situation on the ground. The mission was led by senior officials of the African Union Commission and marked the first comprehensive AU assessment of Somaliland since it restored its independence in 1991.

During its visit from 30 April to 4 May 2005, the AU delegation held extensive consultations with Somaliland’s leadership, parliamentarians, civil society groups, traditional elders, women’s organizations, and the business community. The mission also travelled beyond the capital, Hargeisa, visiting Berbera, Sheikh, Burao, and Borama, allowing it to directly observe governance structures, public sentiment, post-conflict recovery efforts, and institutional capacity across the country.

The findings of the mission were formally compiled in an official report submitted to the Chairperson of the African Union Commission. The document is historically significant, as it explicitly acknowledges that the union between Somaliland and Somalia was never legally ratified and that its failure gives Somaliland a unique and self-justified casein African political history. The report further recommends that the African Union adopt a special approach to Somaliland’s status, rather than treating it as a precedent for other secessionist claims.

This document remains one of the most authoritative continental assessments of Somaliland’s legal, political, and historical position.
